President Nicolás Maduro said Friday that Venezuelan authorities captured a U.S. spy targeting a pair of refineries on the north Caribbean coast as this nation once wealthy from oil is gripped by a deep gasoline shortage. China has announced new restrictions on the activities of U.S. diplomats working in mainland China and Hong Kong, in what it called a justified response to similar measures imposed on Chinese diplomats in the U.S. last year.
