Rental Agreements: Back Rent

My question involves landlord-tenant law in the State of: Pennsylvania. Is it legal to allow landlords to charge back rent on top of first months rent plus an escrow? This back rent goes to the real estate listing the rental as a commission. I believe this should be a business expense that should be absorbed by the landlord.
