LA County reports 713 new coronavirus cases, but tech issues keep the numbers low

The Los Angeles County Department of Public Health reported 39 new coronavirus-related deaths and 713 new cases on Tuesday, Oct. 20. Officials blamed the reduced number of cases, and their late arrival Tuesday, on technical problems with data-reporting systems.
