CHP Sgt. Steve Licon’s commitment to fix problems put him in danger the day he died

California Highway Patrol Sgt. Steve Licon was known as a hard-working officer who got results. It was that diligence that placed Licon in harm’s way the afternoon of Saturday, April 6, when he was struck and killed by a motorist while writing a ticket on the shoulder of the 15 Freeway in Lake Elsinore. Something fall off your car? Here’s where Caltrans takes road debris

Q: Julie Powell, of Vista, asked how to find out where Caltrans takes road debris. Powell said a friend of hers was towing her golf cart on the San Bernardino Freeway recently between Blythe and Banning. The whole back end of the golf cart – back seat, bumper and all – came off somewhere on the highway. Powell wondered if there is a junkyard or dump where Caltrans keeps the debris. She thought some of the cart might be salvageable. A: All road debris is taken to the local Caltrans maintenance ya...

If you get a fix-it ticket and are smart, it will only cost you $25

Q. Mr. Honk: Earlier this year someone asked about a fix-it ticket and the associated transaction fee. You gave an answer, but I do not remember your response. Several weeks ago I was stopped for excessive speed. However, the VERY kind officer issued a fix-it ticket to remove my front window tint in lieu of a speeding ticket. I went online at the Department of Motor Vehicles website and could not find the amount of the fee. Please help. – Olie Smildzins, Costa Mesa A. If you play your hand corre...

Going slower than traffic’s flow is often better

Q. I am due to renew my license soon and am confused about the one answer I got wrong on the Department of Motor Vehicle’s practice tests: You are driving on a freeway posted for 65 mph, with traffic traveling at 70 mph – how fast should you drive? The correct answer was listed as: “No faster than 65 mph.” I have always thought the so-called Basic Speed Law meant that one should maintain a speed on the freeway that keeps with the flow, rather than going slower than other cars and causing congest...

Lake Elsinore poppy fields draw crowds again – and at least one proposal

Despite a foggy start and new traffic control rules, thousands of people from throughout Southern California are piling out of shuttlebuses and onto the Lake Elsinore trail to the poppy superbloom. So far, visitors and officials say, the road restrictions seem to be working – the crowds are under control. And after last Sunday’s problems, when 100,00 people overwhelmed Lake Elsinore and officials shut the viewing area down, people seem upbeat. “Everybody’s smiling,” said Roger Dannen of Vista, v...

Aggressive Instagramming is ruining Southern California's super bloom

People trampled California's poppies for the 'gram, and ruined it for the rest of us. Fields of fiery "super bloom" poppies are lighting up the hills of Walker Canyon in Lake Elsinore, a city about halfway between Los Angeles and San Diego. Thanks to uncommonly heavy rains this winter, much of Southern California is seeing a massive burst of wildflower blooms across the state. The poppies in Walker Canyon are so lush, they can be seen from space. > Superbloom visible from space - Califor...

Walker Canyon poppy fields reopen in Lake Elsinore as officials ask: What do we do next?

In the midst of perhaps the most stunning wildflower superbloom in recent memory, the irresistible Walker Canyon poppy fields that closed in Lake Elsinore on Sunday, March 17, amid chaotic crowds have reopened — for now. “It’s all open at this point,” Mayor Steve Manos said Monday morning, March 18, adding that weekday traffic tends to be manageable. The weekend traffic and associated problems — such as overflowing portable toilets, bumper-to-bumper traffic and cars parking on the 15 Freeway — w...

Under the law, what is the definition of going slow?

Q. Honk: I have a question regarding the “move over” law that requires a driver to move to an adjacent lane if possible, or if not, to slow down when encountering a stopped emergency vehicle with flashing lights on a shoulder. If you’re on a freeway/highway going at a relatively high rate of speed, but there is no opportunity to move over, how slow is slow enough? Someone I know was in that situation and slowed down, but she received a ticket because she didn’t slow down enough. What’s enough? A...

California Police Report Minuscule Number Of Racial Profiling Complaints

SACRAMENTO, Calif. (AP) — California’s first-in-the-nation attempt to track racial profiling complaints against police produced numbers so unrealistically small that the board overseeing the tally wants departments to make changes to encourage more people to come forward. The panel’s most recent report found 17 percent of California’s law enforcement agencies reported not a single complaint in 2017. And of 659 profiling complaints that were filed in a state of nearly 40 million people, just 1...

Fresh snow makes mountains irresistible — but don’t trash them, residents plead

White with fresh late-season snow, the region’s sparkling mountains are again attracting visitors eager for a taste of winter. “A lot of people see snow from the valley and they say, ‘Hey, let’s take the kids up and play in the snow,’” said Riverside County Supervisor Chuck Washington. Miguel Miller, a meteorologist with the National Weather Service in San Diego, said the first of three cold storms on the way brought snow to the mountains above 5,000 feet on Friday, March 8. He said the second —...
