Man charged for conspiring to plant marijuana

A 43-year-old Mexican citizen residing in Delano was charged Thursday with conspiring to manufacture, distribute and possess with intent to distribute and manufacturing marijuana in the Giant Sequoia National Monument in Tulare County.
